Job Description

The IT Enterprise PMO (EPMO) is a global IT function which operates at strategic level with IT executives and provides enterprise-wide IT support on governance, reporting, project portfolio management, and controls best practices, provides mentoring, tools and standardised processes. The EPMO ensures and facilitates strategic alignment between business objectives and the IT investments made by Imperial.

The role of Enterprise PMO (Portfolio Management Office) Portfolio Manager is to support the effective operation of the Enterprise PMO (EPMO) team. This is a key role in the strategic planning process for the IT organization, acting as a lead advisor to the Head of IT EPMO, including:

  • Orchestrating the portfolio management lifecycle, including demand management, working with the IT organization and other stakeholders to develop, prioritise and execute the IT portfolio and provide recommendations to the Head of EMPO.
  • Advising on how enterprise priorities link to technology investment, the risks and benefits of specific portfolio activities, as well as defining the investment mix, communicating the portfolio plan and measuring results.
  • Analysing portfolio performance, and recommending changes in investment mix to achieve goals. Proactively identifies opportunities for improving IT portfolio performance to provide a competitive advantage to the business.
  • Facilitating IT Project Steering Group (ITPSG) governance meetings
  • Working collaboratively with IT Finance on relevant financial planning processes and reporting.
  • Aligning with IT Business Partnering to ensure global visibility of IT demand and to govern the IT demand portfolio by ensuring alignment to the Group strategy and priorities within agreed constraints.
  • Assessing, in conjunction with the Operational PMO team, portfolio-level risks, issues and dependencies
  • Defining and standardising portfolio management processes, standards and governance, and co-ordinating activities in support of quality objectives.
  • Ensuring PPM tooling is optimised and supportive of the end-to-end portfolio management lifecycle.
  • Maturing portfolio-level reporting visualisation dashboards and continuously improving reporting depth and leadership insights.
  • Conducting regular demand quality assurance (QA) checks to ensure PPM and portfolio processes are being operated effectively, efficiently and are being continuously improved. includes demand management, transition into delivery, transitioning into service, project lessons learnt and benefit realisation processes.
  • Providing oversight for the planning, funding, and resourcing of Imperials Global IT Project Portfolio
  • In conjunction with the IT Business Partners, overseeing the management and the evaluation of all demand and facilitating the funding approval and financial benefit management.

Key Responsibilities

  • Continuous maturing IT Portfolio and Demand Management processes.
  • Facilitate business prioritisation of IT projects, benefit realisation and value management in conjunction with IT Business Partnering.
  • Work with IT Business Partnering to understand investment priorities and to align the demand portfolio with Business/IT Strategy/priorities – also for in-flight projects.
  • Enterprise Strategy Alignment – EPMO facilitates the validation that the IT projects/Programmes that are undertaken in various departments of the organization are aligned to the near and long-term business objectives, ensuring that the organization is spending money on the ‘right things’.
  • The EPMO facilitates the demand approval process and closes any demand gaps.
  • EPMO has the responsibility to track the portfolios, programs and projects. EPMO will periodically audit these portfolios, programs and projects to ensure the project related methodologies, controls, governance are adopted properly.
  • EPMO provides regular reports to the ITLT on progress and performance at the portfolio level to assist any informed decisions.
  • Standardise processes, methodologies, project management practices and tools across the enterprise – ensures all departments are talking the same language. EPMO also drives continuous improvement of processes and project management practices.
  • Work with the Global Solution Delivery teams to develop and embed project / programme delivery methodologies, including governance and control arrangements.
  • Work with Enterprise Architecture and the Technical Design Authority to identify and drive synergies across the IT portfolio (e.g. if existing services or projects can address demand).
  • Oversee IT resource management, reporting on resource utilisation, and internal effort allocation.
  • Facilitate project lessons learnt and makes lessons learned available in the PM community.
  • Ensures Portfolio Financial management/oversight at the Portfolio level.

Skills & Experience

Essential:

  • Educated to degree level, ideally in Information Technology, Engineering, Business or equivalent
  • A proven track record in personally managing the delivery of complex, cross-functional and cross-geography IT portfolios and large global IT programmes with at least 5+ years of experience of working in IT
  • Experience in the development of IT delivery methods (planning, scheduling, project control procedures, agile and classic approaches, etc.)
  • Good interpersonal and leadership skills with proven ability to establishing relationships with Global IT stakeholders
  • Good presentation and written communication skills and ability to work independently and as part of a team (including virtual)
  • Engaging, articulate and able to interface within internally and externally on a global scaleEducated to degree level, ideally in Information Technology, Engineering Business, Economics or equivalent
  • Holds a recognised Programme & Project Management certification ie PRINCE 2, Managing Successful Programmes (MSP)
  • Strong knowledge of the financial aspects of Programme and Portfolio management
  • Systematic and disciplined approach to planning, organising, decision making and delegation

Desirable:

  • Experience with PPM tools
